President

Carol Ann is the Associate Dean of Research at Southeastern Community College.  There she serves as the college’s institutional researcher, grant writer, and data coordinator.  Carol Ann has been in IR and IE for over 13 years and, before that was a tutor and substitute teacher at Carolina Day School in Asheville, N.C. She has been a CCPRO member since 2009 and has served as Western Region Director, President-Elect, and now President of CCPRO.  She has also served on two separate, statewide Performance Measures Adjustment committees and holds a Master’s in Educational Research from the University of South Carolina.

President Elect

Liz is the Executive Director of Accountability and Strategic Initiatives at Caldwell Community College and Technical Institute (CCC&TI). With 30 years of experience in the NC community college system, she leads CCC&TI in institutional effectiveness processes, including assessment, planning, research, and program review. She is engaged with senior leadership on strategic initiatives, grants, and special projects to move the college forward to meet the needs of students and the communities served by CCC&TI. She also serves as the college’s SACSCOC Accreditation Liaison and has played an integral role in four reaffirmations. Liz has experience in every division of a community college. Before CCC&TI, Liz worked for Mayland Community College for 24 years in multiple roles. She has served as an adjunct instructor in English, Reading and Early Childhood Education, redesigned a website through her oversight of the marketing department, enjoyed the role of director of a five-star, nationally accredited child care center for 117 children ages birth – 12, and led many initiatives through program management, leadership, grant funding, and educational consulting. She earned her Masters of Arts in Leadership, Higher Education from Appalachian State University, and has eighteen graduate hours in Early Childhood from Iowa State University. She has been a member of CCPRO since 2011, and served CCPRO as a western region director for several years.

Immediate Past President

David Onder is the Director of Institutional Excellence, Research, and Grants and SACSCOC Liaison at Haywood Community College. He most recently guided his institution to a successful SACSCOC reaffirmation and spends his days developing a data system and helping with assessment. Past positions include over 9 years at Western Carolina University as Director of Assessment and also Business Intelligence Analyst. He holds a M.A.Ed. in Comprehensive Education – Secondary Mathematics from Western Carolina University and a B.S. in Mathematics and Computer Science from Youngstown State University. He has been a member of CCPRO since 2016 and served as President (2020).

Ladelle "Bo" Harmon

Ladelle “Bo” Harmon is the Director of Institutional Effectiveness and SACSCOC Liaison at McDowell Technical Community College.  Past positions include Assistant System Administrator in the Technology Department at MTCC.  He holds a Bachelor of Business Administration and Master of Business Administration from Montreat College.  He has been a CCPRO member since 2006 and served as Treasurer (2008-10; 2012-19), President-Elect, and President (2010-11).  He has also served on two separate, statewide Performance Measures Adjustment committees.

Christine Teach is the Institutional Research Analyst at South Piedmont Community College. She leads the college in all things data and established the college’s data warehouse and data advisory team. Christine is actively involved in SACSCOC processes and strategic planning. Past positions include state higher education and K-12 school district work in policy and data analysis. She holds a MPP in Education Policy and BS in Child Studies and Human and Organizational Development – Public Policy from Vanderbilt University.

Nicole Fogle

Nicole Fogle

Western Region Director

Nicole Fogle is the Executive Director of Institutional Research, Planning and Effectiveness and the SACSCOC Liaison at Wilkes Community College (WCC). She serves on Administrative Council and various committees at WCC. She is currently guiding the institution through the Fifth-Year Interim Review process. Nicole oversees and manages WCC’s data submissions as required for the Annual Reporting Plan for NCCCS. She spends her days managing outcome assessment, program review, and survey administration. She works with the data analysts to provide requested data and is a team lead for the strategic plan process. Before her role at WCC, Nicole worked at Caldwell Community College and Technical Institute for 15 years in the Office of Institutional Effectiveness, Research and Grants. She holds an E.d.S. in Higher Education Leadership from Northcentral University, M.B.A. in Business Administration from Argosy University, and B.S. in Business Administration from Gardner-Webb University. Nicole has been a member of CCPRO since 2007.

Central Region Director

Dr. Vincent Castano is the Dean of Institutional Effectiveness Fayetteville Technical Community College (FTCC). Past positions include Director of Institutional Effectiveness at FTCC, Director of Student Services at Central Carolina Community College, and Humanities Instructor at FTCC. He holds a MA in American History from Western Carolina University and an Ed.D. in Educational Leadership from the University of Phoenix. He is currently completing the Institutional Research graduate program at Penn State. He joined the North Carolina Community College System in 2002 and has been a CCPRO Member since 2011. He previously served as Secretary (2015), President-Elect, President (2017), and Immediate Past-President.

Eastern Region Director

Erica Caracoglia is the Dean of Institutional Effectiveness and SACSCOC Liaison at Beaufort County Community College. In the last year, Erica lead BCCC in submitting three approved substantive changes including their first successful extensive review. She is championing the use of data at BCCC through the creation of localized dashboards via Power BI. Erica is currently working on her doctorate in Educational Leadership – Higher Education at ECU, with her dissertation work being focused on student learning assessment. She holds a M.A.Ed. in Adult Education as well as a Bachelor’s degree in Clinical Laboratory Science from East Carolina University.  Prior to her time in a community college, Erica worked in the clinical microbiology laboratory of a large teaching hospital. She has been a member of CCRPO since 2018.

Anne is the Executive Director of Research and Planning at Asheville-Buncombe Technical Community College and previously directed assessment and accreditation at Isothermal Community College. Anne holds dual Master’s degrees from the University of North Carolina System in Higher Education Administration, with emphasis on the Adult Learner, from Appalachian State University and English Composition and Rhetoric from Western Carolina University. She joined CCPRO in 2012 and has served as the western region director and President (2019).
